A black thumb knob to secure accessories to the square tube on the rear of many scooters 

Also used as an arm rest securing knob on some scooter with width adjustable arm rests. Some scooters use an M8 Thread Triangular knob  or round Thumb wheel knob M8 so please check diameter before ordering.
